Building management, service charges and resident rules: checks before committing

Who handles repairs, what does the owner pay and how is move-in arranged? Confirm the answers for the specific building rather than relying on the developer's name.

Atlas Dubai editorial team · Reviewed

Four roles to distinguish

The developer creates the project; building management organises the building and common areas. A hotel operator provides hotel services, while a rental manager serves the owner under a separate agreement. One group may hold several roles, but services and payments still need separate checks.

Request the building operator's name, contacts, resident rules and service schedule. ECM publishes managed communities including Dubai Creek Harbour. That provides district context, but does not establish the individual building's contract, tariff or service contact.

Owner and resident payments

Service charges cover common areas and systems. Request the approved budget for the relevant building and period, the amount for your unit, due dates and outstanding dues. Checking prior unpaid charges and their settlement belongs to the specific transaction.

Check cooling, electricity and water, internet, insurance, hotel services and rental management separately. Avoid counting an expense twice if it is already included in another bill. Tenants should verify their lease obligations; owners should check current building documents and invoices.

Move-in, maintenance and amenity access

Clarify keys and access cards, parking, guests, deliveries and repair requests. Arrange the loading lift and contractors before moving furniture. Record the amount, refund terms and timing of any deposit or permit.

For pools, gyms and other amenities, check hours, children's access, guest restrictions and usage rules. If you need pets, alterations or short-term letting, verify applicable conditions before committing. Service advertising does not replace current building rules.

If the owner plans to rent out

Request the rental-management agreement: tenant sourcing, fees, collection, reporting, maintenance and spending limits without approval. Establish responsibility for furniture replacement, servicing and vacancy.

Compare forecasts using the net cash result after agreed costs. Short-term letting requires separate checks of permissions and operating rules. A manager's promise does not establish the property's return.

A well-planned interior makes the home work for your daily routine. Compare room sizes, storage, kitchen space and the furnishing package shown for your selected home. Explore our furnishing guide to plan a comfortable move-in and a style that suits you.

Measure storage, bed and sofa positions, appliance niches, doors and lift access before ordering. For a family, allow for children's beds and safe circulation; for a couple or someone living alone, test storage and a desk. A remote worker also needs a workable internet connection and a quiet workspace.

Split the budget into essentials for the first night, equipment for normal daily life and optional improvements. Include delivery, assembly, installation, curtains and moving permissions. For a rental investment, calculate furnishing and later replacements separately from the property's price.

Interior, furniture and appliances: preparing a home for living or renting

Start with the contractual inventory and the actual floor plan. Finishes, a fitted kitchen, appliances and complete furnishing are separate budget items.

Compare the offer with the contractual specification: flooring, kitchen, wardrobes, sanitary fittings, lighting and appliances. For a completed home, request an inventory and inspect its condition. For a new development, a showroom rendering is not a specification.

Interior, furniture and appliances: preparing a home for living or renting

Start with the contractual inventory and the actual floor plan. Finishes, a fitted kitchen, appliances and complete furnishing are separate budget items.

What the purchase actually includes

Compare the offer with the contractual specification: flooring, kitchen, wardrobes, sanitary fittings, lighting and appliances. For a completed home, request an inventory and inspect its condition. For a new development, a showroom rendering is not a specification.

Record appliance models, dimensions, warranties and installation. Treat an unconfirmed model as unknown rather than budgeting from a picture. Tenants should clarify ownership and responsibility for replacement.

Layout for different ways of living

Place beds, sofas, desks and storage on the plan, allowing for doors and circulation. Families need safe children's spaces, couples may need separate working and resting areas, and people living alone benefit from functional choices without unnecessary furniture.

Check daylight, socket locations and appliance niches. For a desk, consider calls and noise. Assess outdoor furniture and building rules separately for a terrace; indoor choices do not automatically suit outdoor conditions.

Build a budget from actual quotations

Create three lists: move-in essentials, everyday comfort and later purchases. Record quantity, a supplier quotation, delivery, assembly and readiness for each item. Keep a separate reserve: a package price may omit installation and removal of packaging.

Compare a furnishing package and individual purchases using the same inventory. For a rental investment, allow for wear, replacement and vacancy during work. Setup costs use capital and belong in the investment calculation.

Delivery, installation and acceptance

Before paying, verify doors, lifts, corridors, loading access and installer approval. The building may have delivery rules and time slots; confirm them with its manager for the intended date.

At acceptance, check inventory, condition and appliance operation. Keep invoices, warranties and defect photographs. Agree outstanding work, deadlines and responsibility in writing, particularly when arranging setup remotely.

Building management, service charges and resident services

The developer, building manager, hotel operator and rental manager may have different responsibilities. Check who actually handles your home.

Ask for the building manager's legal name, resident portal and emergency and maintenance contacts. If there is only district-level evidence below, it does not confirm the operator of this building. Clarify who repairs common equipment and who handles defects inside the apartment.

Request the approved service-charge budget and a sample invoice, then compare the same period and unit area. Establish what is included and what is separate: cooling, utilities, hotel services, housekeeping and rental management. An advertised hotel brand does not establish free services or rental income.

Before moving, ask about delivery slots, loading access, lift reservations, contractor approval and any required deposit. Tenants need written clarity about which charges their lease assigns to them; owners planning to rent out need a separate management agreement.

Dubai Scholars lists its address as Al Qusais 1. The official website presents stages from Foundation Stage 1 to Year 13. Confirm your required year group and transfer requirements when enquiring.

Before shortlisting the campus, request the school bus route from your specific Dubai Islands building. An Al Qusais address does not confirm service to every island home.

Deira Private School: Al Twar 3

Deira Private School lists 32 Street, Al Twar 3. Its site presents the English National Curriculum and Nursery/Foundation and Primary sections. Confirm availability of the specific stage and class separately.

Do not confuse the name Deira with a Dubai Islands address. Give the school your project name and ask it to confirm the pick-up point, return service and transport terms.

Comparing schools with island homes

Check the entire trip: leaving the building, exiting the island, reaching the school gate and returning in the evening. For a project under construction, confirm which access roads will be available when you move.

First confirm a school place and transport, then compare apartments. This selection does not identify the nearest school or promise a fixed travel time: the journey depends on the building, campus entrance and time of day.

Suan Bua and Sands: two dining formats

UNO MAS: Argentinian grill

UNO MAS is described as an Argentinian grill with a wine cellar. It offers another option at the same resort for a group interested in meat dishes.

A restaurant listing does not confirm a table on your chosen date. Give the restaurant name, number of adults and ages of children when enquiring.

What an outside guest should confirm

Explain that you are not staying at the hotel and ask about visiting times, the price of your dining format, parking and child policies. Confirm beach, pool and waterpark access separately from a table reservation.

You can combine a project viewing with dinner when exploring the islands, allowing time to move between different parts of Dubai Islands.

Dubai Islands Beach offers time by the sea. Make a separate mainland trip to Waterfront Market for food shopping and a market visit: it is a different address and a different part of your day.

Dubai Islands Beach: plan a beach day

The official Visit Dubai guide lists Dubai Islands Beach as a distinct beach and highlights visits with pets. Select this address rather than a hotel beach when planning your trip.

With a dog, confirm current rules, permitted areas and swimming conditions. For a family outing, plan shade, water and your return time; hotel beach arrangements should not be assumed to apply to a public beach.

Waterfront Market: shopping on the mainland

Waterfront Market has separate fish and seafood, meat and poultry, fruit and vegetable, spice and hypermarket sections. A food shop can be a separate part of your weekend outing.

When combining the market with a beach visit, leave perishable purchases until the end. Choose a specific pickup point for the return journey with shopping. Waterfront Market's visitor rules, checked on 26 October 2026, do not allow pets. If you are taking a dog to the beach, plan the market as a separate visit.

What to check at the residential project

Establish the actual available shoreline access and the path from the residential entrance. An island address alone does not establish beach rights, the route or the state of access paths when you move in.

Moving to Dubai: documents, a home, connectivity and the first weeks

Plan before booking the flight: your residency route, cash for initial payments and a home that suits everyday life. Follow the steps below and the detailed reading for each decision.

Before flying: documents, money and temporary accommodation

For each person, confirm the residency route, application order and required documents separately. Buying a home and obtaining residency are related but distinct procedures; paying for a property does not guarantee a visa. If considering a family Golden Visa, start with the dedicated requirements guide and verify your circumstances through an official channel.

Prepare passports, existing documents, school information and medical records. Arrange translations and attestation according to the chosen procedure, and note which steps require the applicant's presence. Flights, work and school start dates should allow for that sequence.

Separate one-off payments, refundable deposits, recurring expenses and a reserve. Temporary accommodation may be needed if move-in or documents are delayed. Before buying or renting, check the cash remaining after initial commitments.

Choose an address around your week

List three essential destinations: work, school or nursery and groceries. Add a pharmacy, an insured clinic, exercise and leisure. Test from the actual building entrance rather than the district centre. Morning traffic, summer walking and pushchair access can change the decision.

Families need a suitable curriculum and a school place before testing the route. Couples and people living alone should compare commuting, evening errands and living without a car. Remote workers need suitable space, internet and manageable noise. A pool does not replace missing childcare: an alternative branch and a workable journey are needed.

Property pages distinguish building amenities, district infrastructure and future plans. An unverified item needs checking; it is not proof of absence. Use the map below to select districts and compare homes.

On arrival: SIM, eSIM and connectivity

Dubai Airports lists du locations in DXB terminals and tourist SIMs at immigration counters. Check availability, validity and the package when collecting one. Before buying an eSIM, confirm phone support and whether your handset is locked to an operator.

A visitor package and ongoing service after residency serve different needs. Ask the operator about identification, number registration, keeping the number and the tariff you need. Check continued use before linking important services to a temporary number.

For home working, check service coverage at the exact address, the provider, installation date, equipment and contract length. Mobile data does not establish that a home connection is ready in the apartment.

Before move-in: keys, DEWA, cooling and internet

DEWA provides an electricity and water activation service. For tenants the process connects with Ejari: registration can transfer details to DEWA, followed by account and deposit information. Owners use their own application route. Check the required documents on the service page.

Electricity and water activation does not establish that cooling or home internet is arranged. Ask who supplies cooling, whether a separate contract and deposit are needed and which charges fall to the resident. Confirm readiness dates before the first night.

Arrange inspection, keys, parking access, move-in permissions and deliveries in advance. Photograph defects and agree how they will be resolved. Retain temporary accommodation if the apartment is not ready for living.

Setting up: the first night, week and month

For the first night, organise beds, lighting, curtains or temporary blackout, basic hygiene and working connections. Next come cooking, laundry, storage and a desk. Make major purchases after measuring, checking the specification and confirming delivery rules.

During the first week, test routes, save building management contacts, find a suitable pharmacy and healthcare provider and check school transport. Plan a child's settling-in period and who can collect them if working hours change.

After the first month, compare actual housing, utilities, connectivity, transport, schooling and setup costs with the plan. Update estimates from your own bills. Investors moving while buying should keep personal relocation costs separate from the rental property's cash flow.

Dubai Golden Visa for families: documents, schools and housing

A school year is approaching but your family’s document and moving dates are still uncertain? Confirm each person’s application route and school options first, then choose a home around the daily journey rather than a listing promise.

Build a family calendar covering school, documents and housing, with a fallback if one timeline slips.

Give each person a separate plan

Create a family table: person, current documents, planned move date and school or work constraints. Ask which procedure applies to each relative. Do not transfer the principal investor’s conditions to the whole family or treat a shared budget as evidence of an individual’s eligibility.

Raise particular issues early: different nationalities, name spellings, existing residence and different arrival dates. A receiving authority can respond more precisely to a complete description. Use the official service channel rather than relying solely on an intermediary’s generic checklist. For children moving from a European school system, compare the curriculum and year placement with the current school record. Speak to admissions about subject continuity and language support before committing to a home. Test the proposed school journey at the times your family would actually travel.

Organise the family’s documents

Separate personal records, evidence of family relationships and investor records. For each, note what is available, what needs updating and the format accepted by the authority. Order translations or attestations after confirming the requirements for that document.

Choose one person to maintain the shared calendar while managing document access carefully. Do not distribute the entire family archive to everyone involved in the transaction. Share only what is needed for the specific action through a confirmed channel.

  • Check consistency of names and dates across related records.
  • Clarify whose attendance is required and at which stage.
  • Obtain a separate estimate for each relative.

Start with a school place and daily journeys

For a family with children, start the housing search with curriculum, age and a confirmed school place. Shortlist two or three education options and check admissions dates and fees. Then examine districts and buildings around those addresses.

Atlas connects education options with property, but the map does not measure rush-hour travel time. Check the journey from the entrance, school-bus boarding and the return trip. The school’s district and the best home district for the whole family may differ.

A home may look close to a school on a map, yet the place is unconfirmed and another family member faces a difficult commute. Compare two possible school locations and the household’s normal day before keeping that home on the shortlist.

Bring applications and relocation into one calendar

Mark three groups of dates: documents and visits, school milestones, and housing and payments. Then identify dependencies: what can be done remotely, when someone must be in the city and how much time to allow for choosing a permanent home.

If dates remain uncertain, assess temporary accommodation and a reserve for an extra month. Do not buy solely because a unit is close to one point on a map: check the family’s entire ordinary day and full annual budget.

Should we choose the unit or the school first?

If the school run is essential, start with an available curriculum and a place in the right year group. Then compare districts and homes against work journeys and budget.

Can the whole family move at the same time?

Confirm the document sequence and required visits for each person. A shared arrival plan should follow those answers rather than one turnaround quoted in an advertisement.

Should I choose a school before buying a family home in Dubai?

Shortlist schools and check admissions availability before committing to a home. Then test the daily journey and align the housing, school and residency timelines. A nearby campus does not establish that a place is available.

The map starts in Dubai Islands; select another district to compare homes.
